Viral Paddington Footage Raises Questions About Public Decency

An incident along Given Terrace in Paddington has sparked discussion after footage shared on X appeared to show a woman relieving herself in public.

The clip drew attention online, with users expressing a range of reactions in comments and posts. Some online comments criticised the behaviour, while others noted the footage shows only a brief moment without broader context.

The incident took place on Given Terrace, near a cafe, where it may have been visible to people nearby. The location has been noted in online discussions, given the area’s popularity as a dining and social hub.

The incident has prompted discussion online about behaviour in inner-city precincts. Paddington is known for its mix of hospitality venues and boutique retailers, attracting steady foot traffic throughout the day and into the evening. This level of activity can present challenges in managing behaviour in shared public spaces.

Online comments have raised issues including access to public amenities. In areas with active dining and nightlife scenes, limited availability of public toilets, particularly after hours, has long been raised as a concern. In some cases, a lack of facilities has been cited as a contributing factor in similar incidents.

Other comments emphasised personal responsibility. Some online responses stressed that shared public spaces should be treated with respect.

Some users also cautioned against rushing to judgement. Research from public health bodies indicates that behaviour in public spaces can sometimes be influenced by factors such as intoxication, illness, or urgency.

The incident has also drawn attention to nearby businesses. Small operators rely heavily on reputation and foot traffic, and even indirect associations with negative incidents can have an impact on how an area is perceived.

Public Urination Laws

In Queensland, public urination can fall under public nuisance offences. Police officers have the authority to issue infringement notices for behaviours such as disorderly or offensive conduct, offensive language, and public urination.

Officers may issue an infringement notice as an alternative to court proceedings. This approach allows police to manage incidents quickly while aiming to defuse situations and maintain public order.

Public urination is specifically listed among behaviours that can attract an infringement notice, alongside actions such as obstructing a police officer or failing to provide a correct name and address when requested. The use of discretion is a key part of enforcement, with officers expected to assess each situation based on its circumstances.

The incident has prompted discussion about balancing personal responsibility and practical urban considerations. The footage has also drawn attention to broader issues surrounding public behaviour. Some discussions have also focused on possible solutions, including public amenities and community expectations.

New Chapter for Given Terrace: Proposal for Mixed-Use Development Announced

Given Terrace in Paddington is set for a dramatic transformation with a proposal submitted for a new mixed-use precinct.

The proposal aims to rejuvenate a 2,830 square metre site at 208-220 Given Terrace, blending restored heritage charm with modern amenities to breathe new life into this iconic high street.

The development application by Core Property Partners and P&MV Constructions aims to strike a balance between restoration and innovation. It seeks to revitalise the existing character retail strip while introducing 12 luxury apartments and 31 short-stay accommodation suites.

Designed by DAH Architecture, a key feature of the plan is an activated laneway, designed to enhance connectivity and foot traffic in the area.

Nick Vidakovic of P&MV Constructions expressed enthusiasm for the project, describing it as a rare opportunity to reinvigorate Paddington’s retail heart. He emphasised that transforming this section into a precinct rather than a mere destination would boost foot traffic not only on Given Terrace but also on nearby Latrobe Terrace.

Vidakovic highlighted the proposed laneway, which will connect the precinct to a neighbouring childcare centre. This civic space is set to feature a timeline of the area’s history dating back to 1881, potentially catalysing broader rejuvenation efforts in the surrounding businesses.

Core Property’s development manager, Bikram Kaler, underscored the project’s focus on restoring the character retail strip. He noted that while Given Terrace was once the epicentre of Brisbane’s high fashion and cafe culture, it had lost some of its allure in recent years.

Kaler expressed hope that the development would help attract more food and fashion enthusiasts back to the high street, thereby preserving Paddington’s unique character.

Looking ahead, Kaler pointed out the strategic importance of the site’s location, particularly in light of the upcoming 2032 Olympics. He emphasised Paddington’s excellent connectivity to key sporting and entertainment venues, including Suncorp Stadium and the proposed Brisbane Arena precinct at Roma Street.

The development, he suggested, would not only enhance existing retail spaces but also provide a mix of residential and short-stay options, potentially boosting visitation and creating new job opportunities in the lead-up to the Olympics and beyond.

Co-owners and chefs Kevin Docherty and Sebastiaan de Kort, both former chefs at Moda, opened NOTA in 2018 in the former space of acclaimed French restaurant Montrachet. The exposed brick and warm lighting created an inviting ambience for NOTA’s modern European fare and extensive wine list.

“Starting NOTA so early in our careers was of course challenging, and we couldn’t have done it without the amazing Paddington community,” said de Kort. “But we are excited for what the future holds, both for us and for the space we’re leaving behind.”

Fundraiser Launched for Planned New Paddington Bistro and Wine Bar

This GoFundMe campaign aims to help launch a new bistro and wine bar on Given Terrace, Paddington. But what’s in it for the donors?

Top chef and owner of Kould be Anywhere and catering company KnowOne KnowWhere Scott Webster launched the fundraiser to finance the down payment and equipment needed to open the European Bistro and High-end Wine Bar. In return, those who donated will receive a meal voucher, equivalent to the donated amount, once the venue opens.

“We aim to bring our Michelin star backgrounds to Brisbane. High-end consist food of the greatest quality and service that will ensure the rest of Brisbane will follow suit,” his GoFundMe page reads.

The campaign aims to raise $150,000 which Scott hopes will be reached soon enough so he can open the bistro by mid-2023.

Scott’s career as a chef started at Heston Blumenthal’s The Hind’s Head in Bray, the UK assuming the role of Sous Chef. Their team was awarded a Michelin Star for their excellent cooking skills and the top-notch quality of their food offering. He would later move to the sister restaurant The Perfectionists’ Cafe as its Executive Sous Chef.

Seven years ago, Scott and his wife, Rita, came to Australia. Soon after, West End’s Billykart took Scott as its Head Chef and in 2020, the couple launched their own private catering business KnowOne KnowWhere. A year later, Kould be AnyWhere, a 52sqm grab-and-go style cafe, opened in Woolloongabba.

So far, Scott’s campaign has raised $5,720. If you would like to help Scoot launch his “dream restaurant”, you may visit this link.

New Childcare Centre Planned at Popular Paddington Site

A popular dining and retail site in Given Terrace, Paddington could have a new childcare centre on its premises, if plans are approved. Set to adjoin the heritage-listed Paddington Child Health building, the new facility will be a two-storey establishment for 106 children.

A development application (DA A005905213) seeks to build a childcare centre on the sloping end of the property on Given Terrace and Guthrie Street, where Anouk Cafe, the famous restaurant trades.

The old commercial building will remain but the rear side will be demolished to build the 65 slots of car parking space for the childcare centre.

The development application, filed in December 2021, also mentions mitigation measures to drown out the acoustic, screening and setbacks, as well as landscaping. Materials to be used for the site are meant to blend in with the red brick building of the health centre.

“The Given Tce pedestrian access will be improved and enhanced with soft and hard landscaping and improved accessibility,” the developers stated. These proposed works will transform the existing little-used alley between the buildings, activating and improving the connectivity.”

However, a few submissions opposing the plans were also lodged with Council.

“We wish to strongly point out that the non-compliance with rear setback requirement of the Latrobe and Given Terraces Neighbourhood Plan, in particular, will result in significant adverse impact upon the amenity of residents adjoining or located in close proximity to the proposed development,” Matthew Kay, a town planner, wrote.

“The proposal does not adequately address the outcomes sought under the Neighbourhood Plan, with regard to character and setting. The traditional built form setting in this precinct involves buildings and activity fronting the local terraces and hillside streets, which is still evident on site today.

The proposal however adds three levels of parking and two floors above that to alter the rear of this site such that it will no longer follow the established traditional setting and will be highly visible within the immediate catchment,” Anna Baker, another town planner said.

The DA’s assessment has not yet been completed as of press time.

Catchment Brewing Co Acquires Darling & Co’s Lease in Paddington

Six years after the rebranding and refurbishing of Darling & Co in Paddington, a new owner has taken over its leasehold on the Given Terrace property.

West Ends’ Catchment Brewing Co has acquired Darling & Co in its plans to expand operations despite these challenging times for the hospitality industry. Catchment Brewing Co chief Matt Newberry said that they have been looking at breweries and other venues around Brisbane to grow their business.

Darling & Co‘s location across the Suncorp Stadium has been a plus point for the new lease owner but Newberry said they chose this location because it’s one of the best local spots patronised by residents of Paddington and the other suburbs nearby.

As part of its acquisition, the restaurant will undergo some renovation work by January 2022 and transform into a Catchment site in the hopes of resetting customers’ interest post-pandemic.

CBRE Hotels National Pubs Director Paul Fraser will manage the leasehold for Australian Venue Co, which owns Catchment Brewing Co.

“We are passionate about craft beer, memorable food and great service and this acquisition enables us to expand our offering from Brisbane’s West End into Paddington,” Mr Newberry said.

“We look forward to showcasing our award-winning Catchment Beers to the local residents as well as the many visitors attending sporting matches, concerts and events at Suncorp Stadium.”

At night, this eatery will host DJ performances creating an easy-going vibe — the perfect setting for unwinding after a long day.

Given Kitchen & Bar is a few minutes walk from Ngon and is set to open in late January 2021. It comes nearly 20 months after the Ngon first welcomed its regular guests in Paddington.

“When covid hit our lives were turned upside down, limited financial help and sales down by 90% we were left with 2 options. Close shop and throw in the towel or come together as a family and face the epidemic together with our sleeves rolled up,” Chef Tuan said in a post on Instagram in June.

But the chef pressed on and conceptualize this new shop, along with revitalizing his original restaurant and putting Ngon on the map as one of the best Vietnamese eateries in Brisbane. The next goal is to repeat Ngon’s success, amidst a challenging period, with Given Kitchen & Bar.
